About Quince Orchard Knolls Citizens Association

Quince Orchard Knolls Citizens Association (QOKCA) was established in 1971 to advance and protect the interests and general welfare of the Quince Orchard Knolls community. QOKCA helps Quince Orchard Knolls residents stay connected to each other, to Montgomery County government agencies, and to issues affecting our community.

Liaison to Montgomery County Agencies:

The primary function of QOKCA is to act as a liaison to Montgomery County agencies on behalf of Quince Orchard Knolls and its residents. Residents are encouraged to contact county agencies on their own behalf by using the 311 system, or by using the phone numbers and other contact information provided on this website and in the QOKCA phone directory. If the issue is of community-wide importance, or if you need assistance determining which agency to contact, QOKCA can help. Contact one of the officers listed above.

Architectural Committee:

QOKCA has an Architectural Committee whose task is to ensure residents comply with the community covenants. Residents are asked to submit any plans for exterior changes to the Architectural Committee for approval prior to starting work. Residents are responsible for getting proper building permits from the county if they are required for the work being done.The Architectural Committee is chaired by the QOKCA Executive Committee Vice President.  At-Large Members of the QOKCA Executive Committee also serve on the committee.  Please contact the Architectural Committee prior to starting any home improvement project to see if you require AC approval.  The Architectural Committee can be reached by email at: archcomm@qokca.com. Landscape Maintenance:

QOKCA does not own property in common. However, we do take responsibility for upkeep of the entrance signs on Quince Mill Road and Cherry Grove Road, including mowing and mulching the area around the signs and maintenance of the plantings there. We also pay for mowing the grass in the public right of way along Cherry Grove Drive, the right of way on Peach Leaf Lane, and the public field on Winesap Drive.

Trash and Recycling:

Trash pickup is the responsibility of each household. QOKCA does not have a community-wide trash collection contract. Recycling day is Tuesday. This service is provided by Montgomery County. Recycling information can be found at the Montgomery County Solid Waste Services website or by calling 3-1-1. Go to: www.montgomerycountymd.gov/solidwaste for more information.

Community Events:

As part of its community-building role, QOKCA sponsors several community events each year for its residents. These include:

Egg Hunt: This event, open to all neighborhood children 10 and under, and is normally scheduled for a weekend before Easter. Organizers hide more than 750 eggs for this popular event. The lucky child that finds the golden egg wins a special prize basket. The egg hunt is followed by some fun party games: jelly bean relays, egg roll, egg toss, and a sack race. In addition to the eggs they collect during the hunt, each child goes home with a goody bag.

Flag Day: Around Memorial Day QOKCA volunteers place small American flags by each household's mailbox to show our community's patriotic spirit.

National Night Out Ice Cream Social: This event is held the first Tuesday in August to coincide with National Night Out community-police awareness events held across the United States. The event is intended to bring the community together to meet local law enforcement and government officials. It is also a chance to enjoy some ice cream and to gather with neighbors.

Community Yard Sale: This event is normally scheduled to coincide with the QOHS Band Yard Sale Fundraiser - usually held in September. QOKCA takes care of advertising on social media and online, as well as placing signs at the community entrances. 

Fall Festival and Pumpkin Painting: This event, open to all neighborhood children and the young-at-heart, is normally scheduled for mid-October. Just bring your own pumpkin and some creativity, and QOKCA supplies the rest. Create a scary or silly pumpkin, just use your imagination! (This is safe for small children – we use no cutting tools). At the same time, we have a pot-luck neighborhood gathering to enjoy delicious food and neighbors' company.

Cider Delivery: During the winter holiday season, QOKCA rewards all homes sporting signs of holiday cheer. This is a nondenominational event – however you decorate your home for the holidays, QOKCA will leave a bottle of cider and a thank-you on your doorstep.
